Ok, once you get the choice to kill either Playboy X or Dwayne, kill Playboy, now once you have go into his penthouse (once Dwayne gives it to you) and go up and save. Restart your console and then change your clothes, the black jacket, green cargo pants and black sneakers with a stripe on the bottom should all be there. You can only access this outfit from this area, no other safehouse has it, or at least for me they don't.
