This may require some patience to get working.

Step 1:

Enter atleast two seperate vehicle cheats so you can have quick access to them through the cheats menu on the phone.

Step 2:

While holding forward alternate between the two cheats. This often works best on angled environments.

Effect:

Typically it effects only the front wheels, however it rarely works on the rear wheels. You will notice, if done correctly, the vehicle has a somewhat melted/streched tire which repairs itself when you enter the vehicle.
