ok so you know how when you play campaign your appereance turns to defult. ok so if you not the party leader but your the second guy in the party make ur apperance into a elite. now once your playing and your the arbiter play 3 lvls straight no stopping and going to diffrent one. after doing these lvls look at ur apperance after the game and u will be the arbiter.

i think he's saying, play co-op online and if ur not the party leader, press start and go to appearance, change to elite, play 3 lvls without stopping and u'll look like the arbiter online in matchmaking.
