When looking through someone's post, under all of their stats (username, usertitle, avatar, etc,..) you would see a little scale. Just click on this to rep the person. It's really not that hard to figure out but if you still confused please ask and I'll explain it more.

could i get some more info on how to rep a person? more of a "rep'ing for dummies" maybe :P
