Well im not sure if this is what your asking but I can get up onto the one fenced in building thats connected to the tallest one. All you have to do is get cover on one of those 2 boxes at the top then look over for about three seconds, now let go. And you will be on the box and can walk on the fence to get over into the fence.
I hope this is what your talking about.
